say i download an effect off the web....where would i save it to

same with a plugin

Not sure about effects, point me to one and I will tell you how I would integrate it, plug-ins (on a PC anyway) go into the plug-ins folder in your photoshop directory. It should be in programs/adobe/photoshop/plugins or something like that, you should be able to put a plugin there and restart photoshop so it will be automagically detected.

im not on my PS comp today but I think it's called the 'presets' folder, and then other subfolders in that one...

if you still can't find them, look up the extension of your actions (.atn I think) and do a windows search for them (if you're a pc, of course, I don't know about macs), this should help you find the folder...
