I just select the background layer, because it has pixel information in all parts of the image it will let you snap the guides to the exact center.

You can also record an action with your rulers set to %, and add two numeric guides, horizontal 50% and vertical 50%, this will work for every canvas size you have.

Or yet another way of doing it is to select your entire Background layer, press CTL+T for Free Transform, and just drag out guides to the center as they will snap to the center of the Free Transform control handles.
