I mean how can I put that other image as Enviroment map if I am already using HDRI as enviroment map

This question sounds as if it would be software specific. What software are you using?

in brazil you can set the environment map on the material level as well. so you can drop the hdri in the environment slot of your car-paint material and it should show up in the reflections.
on the other hand, if you have too many materials and don't want to have to change them all, simply create a sphere around your scene, flip the sphere's normals, put your hdri in the diffuse slot of that sphere's material and set the sphere's properties to be invisible to the camera. the material with the hdri will need to be self-illuminating and probably should not recieve any light or cast shadows or anything like that.
then the sphere should reflect in the car, but not show up in the background, and then you can put whatever you want in the background :)
