I already seen a few tutorials on how to accomplish cel-shaded smoke, but I've never seen any regarding how to create cel-shaded fire or liquid (like water for example).
Is it even posible to create a cel-shaded fire or water effect using particles in LW?

I would think you could accomplish it with some hand painted animated frames that are applied as sprites to a particle emmitter maybe. Pretty much the same idea I have seen used for doing cel shaded smoke. Also a lot of times FX and backgrounds in animes are hand painted or nicely 3D rendered so you could always just use fire in a non celshaded way and incorporate it...thats what I will most likely be doing with my cel shaded animation.

LittleFenris has the right idea.

I figure you want water examples of water spray/splashes/waves...but for what it's worth:

unReal-shaded water, using displacement maps for the water.

Depending on the type of water and fire I totally think its possible to make it look celshaded and you dont need particles. Theres many ways to get fire and water effects without using particles or HVs.

That's true; a lot of the more recent shows are using 3d to create atmospheric and special effects which are quite well done.

Celshader: Yep, I've seen that example before at your site. ;)
