I am going for the aspect of humanity and emotion in the midst of cybernetic revolution in my entry. I figured that creating a scene at the "Hospital of Trauma and Cybernetics", I will be able to capture that dramatic aspect.
So here I present my first sketch. The style and composition are inspired by Norman Rockwell. I am still not sure about the presentation. Is there too little machinery to qualify for this contest?
I plan to explore more ideas based on this concept. My going will be very slow as I am currently using an obsolete system, besides trying to juggle this contest with my full time work :(. But I have fun doing it anyway.

Great idea!
I might suggest that you take this a bit further: imagine the kid who had the operation comes back home. There all the other kids want to see his new arm even if they have different feelings about it ( some think it's cool, others are scared). So imagine that this kid is showing the other "normal' kids his new arm- what a powerfull scene that would be: all the different emotions and gestures...
Just a suggestion.
