Here is a concept sketch. This is one of the people who have modified themselves to live in the oceans to escape the over crowding of the people on land. Most of these people have filters attached to their necks filters oxygen for the lungs to breathe. Most people also have a set along the side of the rib cage. When swimming, the lower half of the body acts much like a jelly fish, pushing water behind them.

Cool idea about the gills/filters, but why not use organic gills if they are also using jellyfish-like lower halves to propel themselves underwater? What if you developed two cultures, one with naturally evolved underwater adaptations and a mechanically adapted culture. Therein could be found a conflict or at least a story of some kind. The naturals reject the artificials or vice versa. Anyhoo, just a few ideas.
Next idea, make the costume more hydrodynamic Study the flowing shapes of the ideas you're combining and bring those to bear in your concepts and you'll be golden! :D:thumbsup:

Cool idea I will work on it. I really like the comment about blending the cultures.
