goto the menu "view" located in the top left of your desired viewport(eg: front), click "Camera Attribute Editor...", scroll down and open "Environment", click the "create" button. Then specify a file texture in the "image name" slot.
To move the position of the image plane simply scroll down and open the "placement extras" menu and modify the "Center" values...X,Y,Z
If this is too confusing...simply create a plane and texture it with a Lambert shader mapped with your desired background image. Then just put everything on a layer :)
Cheers
