I prefer texturing first as often is the case that you end up making some modeling changes during the texturing process and it's always best to rig models that are history free.

I prefer to test rig the model and try to discern where the problem areas in regards to deformation lie...then I adjust/rework the model before final rigging...
I have not come accross any situation where I needed to adjust the model as a result of the texturing process...
...but as Mister Melon suggested...it is very wise not to have a history on your model...

Adjusting the model at texturing is something I see happening a lot for in-game models more so than for cinematic work. Adjusting for deformations also happens from time to time.
In either case, the fixWeight script can go along way toward giving you some flexibility in the event that you need to make modeling changes post bind. It also makes parallel pipes easier to manage. FYI. :thumbsup:
