Paint it..hehehe
If you cant paint try to get a bunch of different photo textures, from aligator skins, snake skins and play with them, chage their color superimpose them, this sort of things.
Maybe you may end up with a pretty neat textures.

Sorry for this very vague answer, but i have no recipe for this one.

Good luck in with your dragon, and don't forget to post it when you have it finish ;)
