there is a slight jump from when i apply pressure to the pen till when the painter .. and most other appz .. execute the applied stroke. i dont know what it is. it seems to me its either the tip of the pen needs cleaning of something with the driver settings. i cleaned out the pen .. nothing.
can anyone help me. i am starting to wonder if its a windows issue.

Make sure you're using the latest driver for your tablet.
If you're using a Wacom tablet, go to the Wacom Properties panel and make sure everything's set up right.
Move your tablet several inches away from your monitor as the monitor can cause interference. You'll need to test to find the appropriate distance.

Just my 2 cents tip (could be this?):
Try to disable "double-click assist" in pen preferences of your wacom... It causes a slight delay while applying pressure in small areas.
It seems I had the same problem, and I solved this way.
Hope this helps. :)
