is possible to make a MEL script that I can use for all biped characters to select body parts like arms, locators etc?
if so, where I can find tutorials on it?

again, like i mentioned in your other post... you need to go through the maya quickstart files and look over using character sets. once you understand how to employ character sets you can use David Walden's handy Character Set Picker which will give you a nice GUI to handle all of your scene's sets. either that or just use the outliner if you're dealing with a single character.

have a look at this rig:
just follow the tute, and see how this rig interface works. its quite cool if you're after a very generic character parts picker.
i personally stay away from character sets. they don't really allow you to do anything that you can't do without them. but that just my opinion. :)
