CGTalk - Mousewheel Zoom

Hi everyone... when you are zooming with the mouse wheel, once the pic gets bigger than the screen, the mousewheel changes to scroll mode. Does anyone know how to set this in PS (this is the case with 6 and 7) so that it continues to zoom rather than switch to scrolling? Hope that makes sense... thx !
