ok my question:
I want to adjust the entire animation by shifting ALL keys which are forward in time further in time (or to the right, or however you want to put that.) How do I do that? right now I can move only one row of keys at a time and enter new value in time field, but if i select ALL keys to the right (or forward, whatever) then it won't allow me to shift them all together (thus maintaining their relationship to one another)
Anyone know?

i'm not sure if your asking how to just shift your keys as an entire group or scale them in a proportional manner
To Shift As A Group: marquee select keys, hit 'W' to enter move tool mode, hold Middle Mouse Button + Shift Key while dragging left or right.
To Scale: marquee select keys, open up the scale tool's options and select type to 'Manipulator' and hit the 'R' key, this will give you a bounding box which will allow you to scale the keys in a more intuitive fashion
also consult the help files on how to make quick edits through the Time Slider.

you can shift all animation in a scene at once by going to the dopesheet and selecting view->scene summary
A new channel will appear in the dopesheet called Scene Summary. You can select all the keys of this channel by LMB + Drag then MMB move to the right.

hey thanks folks, the mistake i was making was not hitting 'shift' plus mmb while dragging in the graph editor. my goodness what a difference one button makes!
