There is an animation out by 3d artist Julian that shows some fat psycho running around. I understand how the character was rigged BUT what kind of deformers were used on his skin to make his fat jiggle as he danced around? Is there a tutorial out on the net showing how this effect can be achieved in maya?

Theres a number of ways to do it. I haven not seen the example
you are talking about ... post a link for it please.
It was probably done through the use of springs.

That is a nifty setup!

That what was done through turning the muscle into a softbody
with springs and binding it to the skeleton and using the muscle
dynamics to drive the characters skin through deformers or
blendshapes.

That is a very complicated rig.
