please can someone please tell me how i can convert a picture full colores in to this example i post right here!!

image->Adjust->Desaturate
then
Filter->Cutout

you will have to tweak the Filter to get it to look exactly the way you want it but that ill work.

Also, after desaturating, you can get some similar effects with Image->Adjustments->Levels (Ctrl+l)
