Here is my concept image. I am imagining something like a plasma cannon. The plasma is formed by the mix of two gases being emitted from the ground. Once the gases start swirling and mixing, it heats up in the middle, forming plasma.

Maybe a planetary defense weapon!

Maybe it is, but as I working on getting the gas emitters pumping the swirling gas into a mix for the plasma, I am getting the distinct impression that it will look great animated, but the stills are not so good yet.
