I have seen character rigs that have pictures of hands to move the hands. It isf a drawn hand that when you click on it, you can move the hand. How can I do this?

Here is a script called CharPik.mel. I've never really used it, but this has a link to the script and a tutorial on how it is done. There are also automated riggers that will create a rig for you, and the UI for selection. You can go to Highend3d.com and grab them. One is called animan, and the other FinalRig.

You can also do this using curves to create the controls and using group nodes and constraints.
