192.168.1.100 is a LAN IP, maybe use the real (external) IP?

192.168.1.100 is just a generic lan IP. Yours can be different. (On an NT-based system Run/cmd/ipconfig to see what your local ips are). And if you are trying to access outside the local network than it's a different story like quinox said.
I don't really know why you would do it though. Normally you run a server on one machine, run a viewer on another and type the ip of the server in a viewer...
Assuming you are on the same network and its a 192.x.x.x network, try typing "http://192.168.1.100:5800" (or whatever the ip is of the VNC box).
If you are trying to get to it from outside the network, thats a whole nother can of worms. If you have a linksys router or something of the sort, you need to map ports 5800-5900 to the internal IP of the machine running vnc and connect via http://external IP:5800. But since you didn't specify how your network was setup, we can only provide so much info..

I've been using RealVNC for quite some time now, but I think you've got it wrong. Unless your on the new beta (which im not sure about) I don't think you use IE. You have to launch the VNC Server on the computer you want to access, and launch the VNC Viewer on your computer, enter the ip in the dialog box, then the password, and if the password on the server computer and yours match, you gain access via a window.
