the GUI colours are inherited from windows like with every program. It is possible to change it if the programmers want that but then why would one want that?

AFAIK it is not possible in Maya

You can change the colors by changing windows colors, it works fine. In Linux you can edit a text file and change all the colors up too, separately from the Os (in fact it's the only way of doing that in Linux), I don't know if the same is possible in windows
