The hat have low number of poligons

model those eyes! unless this is low poly, little details can improve things greatly. Also, reduce the saturation on your textures. nothing ever really has 100% diffuse color.. Goodluck!

huh? I clicked the sketch of the week link (frontpage) and was brought here! Yeah. I agree. Definitely got a bad link on the front page right now.
As for the actual subject matter of this thread, wow. Clowns just give me the jeebies anyways, even when they don't have eyeballs that pop out of their foreheads. I think the model is pretty effective if you're shooting for the bizarre effect. I agree with the earlier post regarding the low polycount on the hat. I think the eye might look more connected and/or logical (if you were going for that at all) if it were mounted on a spring or something that looked more like a tentacle.
