You could practically make them from that scanned image you have there. Look in the photoshop help to find out more about brush creation.

Couldn't you just use the image you poster and transform it into a vector image? I would think that that's better than a brush.
Just use the magic wand to select the white of whichever shape you want. Open up the path dialog (normally a tab of the layers pallete) and click the arrow to select the option that changes the selection to a path. Using this, you can make a vector shape that'll be as big or as small as your project needs.
