I am wondering if AO is universal for every object and material or should there be more or less AO on specific materials?

geometry for water I would assume to have little to no AO on it.

So what about visibly reflective materials? AO should be lower on that object right?

Standard AO just multiplied on top of everything isn't correct regardless of material type. But it's pretty common.

Technically anything that transmits light like glass etc can omit AO without looking incorrect. Highly reflective objects can also omit AO since it's a diffuse lighting consideration.

Those are really just guides, the end visual result you need to achieve is independent of that.

Ambient occlusion is an approximation for diffuse environment shadowing - and that is the only place it should be used.

It shouldn't be used for reflections (use reflection occlusion or properly raytraced reflections) or refractions and it shouldn't be used for other light types (spotlights, directional lights, pointlights etc).
