well i agree it is highly dubious. even though they may remove the branding the commercial itself was purchased by the original client even if they did choose not to air it, and is therefore not the property of the agencies to give away, but rather the property of the original clients.

however i think the idea itself is great. provided no-one's getting ripped off of course.
