I am wondering if it is possible render an image in c4d and have it put your foreground, objects, and background all on separate layers so you could render this...

save the file as a PSD and then open it in photoshop and have this..

Obviously with this scene its no big deal it can easily be cut up in photoshop, but with this image below I had a real hassle getting this kids hair off the background.. that was in the original c4d render

what are my options.. I always thought thats what multipass rendering was... but after a few test and looking around Im not sure if thats what multipass will do for me..

any help you have would be gretly appretiated

You'll want to check out how to use object buffers (they build separate alpha channels for any objects you like). Manual page 603.
