That isn't a problem relating to import. If you scale any object it will not scale in the same way as paint effects curves even if you group or parent the object.
I've posted the same question once before and got no reply ;)
But maybe instead of scaling the jellyfish, you could scale the scene around it.
I'd be interested in seeing if anyone else has some other workarounds.
It saves a load of hassle if you just build your objects to a set scale to begin with. But i'm very guilty of not donig that.

let's see if i get the problem right. you have your fish with paint effects strokes on it, and after you import the strokes doesn't scale with the fish ???? or what exactly is happening ??
if i'm right now, there are two parts of the paint effects. the curve on surface and the brush itself. the curve on surface should scale just as normal with the object because it's a real part of it. but the brush size itself doesn't scale with it. this is a setting in the brush itself.
if i'm wrong please give a more exact explain what is happening

I have tried doing what you said. Grouping the strokes with the object and scaling should mostly solve. But if it is still there, maybe you can decrease the global scale of the stroke in the Attribute editor, under brush type.
Try this
