i would imagine a sphere with an emiiter at the top and the sphere set as a deflector ( or normal particles with a destructor outside sized to the sphere, the emitter is a child of the sphere so as yiu shake it the emitter moves with it
Now trying to get the particles to shake with the sphere shaking is a matter for the TP gurus but i am sure there can be a link

I did a snowglobe years ago using XL5... so dont' think you have to master TP to get it done.... well, not as long as you aren't shaking the ball, anyway. ;)
It's just a simple matter of a couple emiiters firing around 100 frames before the animation starts (to build up the number), and a few turbulence and gravity objects to keep everything in line. If you don't get too wild with the particle movement you won't even have to worry about intersecting the globe itself.
