hello all,
I am trying to create this effect

using maya if anyone could give me any advice it would be much appreciated,

The easiest fastest way would be to create a spotlight and under the spotlight's light effects click on the checkerbox next to Light Fog. Then you'll have to adjust the scale of your light so its the fog cone encompasses the area you want it to cover. After that it's just a matter of adjusting your light and fog settings until it looks the way you like.
