Sets the amount of density required to completely burn a set volume of fuel. For example, to burn a volume of gasoline requires 15 times more air than fuel. To simulate a gasoline fire, set Air/Fuel Ratio to 15.
Does this mean that one needs to output 15 times as much denstiy as fuel?

No, the fuel grid value is interpreted as "the ratio of fuel to air in a voxel". Thus if you initialized the fuel on the grid to 1.0 then it is a mix with no air... pure fuel. You could emit values of one using the replace fuel method on the emitter with a very high rate setting and fuel emission at 1.0. (or just paint values of 1 into the fuel grid. It would then only burn along the outer boundary of the fuel where it mixes with the air. You don't even need a density grid to do a fuel simulation, but it can be useful for the smoke created by the burning. The temperature grid, while not required, is pretty important for a realistic simulation, however.
