Two questions :)

First I want to change the color of not selected vertexes, I would do this like this: settings preferences/colors/inactive/components/poly vertex

I changed this color, but this doesn't work :shrug:

Next can I change the default lambert material so that it is also changed when I restart maya, I mean I want to change it for all scenes, not just for the actual one.

The Inactive tab is for the color of items that aren't selected. Since you are in component mode and editing that object, it is Active. Instead, go to Active/General/Highlight Component.

You cannot (to the best of my knowledge) change the default color of the default lambert. I created a script called defaultMaterial as a less than ideal work-around. It lets you save any material in your prefs folder as a default material. When the script is run, that material gets loaded (if needed) and applied to all selected objects.
