You need to study and understand the structure of hair itself. Hair forms strands, and strands form layers, and so on. Then there are the wispy stray thin strands. You need to depict hair as if they actually have mass, not just a helmet with lines on it. One really good way to learn how to simplify hair is to study comic book artists. Look at the comic book artists you really like and study how they do it.

Hey Sam, I have recently been going through the Jack Hamm book, "Drawing the Head and Figure." He has a small section in the book which he talks about drawing hair that I have found really helpful. Also, another web site I stumbled across just yesterday is www.idrawgirls.com (http://www.idrawgirls.com). There is a tutorial there which helps with drawing hair.
