Which method is the most popular/advanced/best looking for 3D character modelling, be it realistic human models or anime looking human models. Poly? Subdivision? Nurbs?

Short answer: polygons...

Long answer: subdivision modeling and polys are the same thing, it just depends what you want to do with the final product. If you are aiming for movie/cinematics, you'll obviously need a subdivision modifier, if it's for a game then you'll rebuild your topology (still kind of dense, but without subd mod). For normal mapping hard surface objects you'll also need subd for high poly source.

Typical pipeline would be:
Blockout / base mesh
Sculpting
Retopo
UV
Rigging
