I'm working through how to rig this up for easy animation down the road and can't seem to wrap my head around how to do this. I haven't done much rigging in the past, but I think that this motion really requires it.

I've attached a graphic of what needs to happen. I would like the be able to control this as a single fluid move or two. I'm working in maya. Any ideas how I can set this up?

you can use 2 diffrent rigs...

first... Blue Bar and point of connect Red Panel And Base Panel...

it can use IKHandle ..

and second ... Red Panel Slide one Direction..

it Constraint Joint in first rig..

and make controllers and connect ik handle ...

you need only two controllers.. it simple..

if you want more simple rig...

add Setdrivenkey for one controller..

sorry about my bad english...

it's just one IK with two bones/joints, like this:

make sure to setup pole vector correctly, so it does not swing to the sides.

for the sliding thingie... make red thingie slide on the upper joint; to simulate blue thing sliding on the red thing (at the "elbow"), make upper joint length animatable.
